Thank you for your request for information, received on 4 November 2013, concerning the number of units of social housing that have been built by Lambeth Council with the proceeds of the sale of ‘shortlife’ housing co-operatives since the ‘shortlife recall’ began in 2011. You also asked for information relating to the above, such as when were these units were built and where they are they located. This request is being handled under the Freedom of Information Act 2000, please accept my apologies for the delay in responding to your request.
Information request has determined that the request is vexatious in accordance with section 14(1). In reaching this conclusion, the Council has taken the wider context and history of the request into account. Your request has been considered in the context of a lengthy series of overlapping requests and complaints:
? The volume and frequency of correspondence indicates that the request is obsessive when considered in the wider context and history of this matter. In addition, it appears that the intention behind the request is to reopen issues that have already been considered by the Council, and part of which have the subject of an independent complaint to the Local Government Ombudsman which was not upheld.
? This request is directly linked to a number of complaints and information requests you have submitted on the same, or substantially similar, subject.
? The request is part of a series of requests submitted to the Council which are indicative of an unreasonable persistence in attempting to reopen an issue which has already been comprehensively addressed by the public authority.
? The request demonstrates an abuse of the right of access to information as a means of venting anger at a particular decision and is submitted to harass and annoy the authority.
The Council has considered your request and decided that it is vexatious in accordance with the Freedom of Information Act 2000. This letter acts as a Refusal Notice; your request is being refused in accordance with section 14(1) of the Freedom of Information Act 2000.
